Operation Voss considered an allegation that a staff member of the Department of Agriculture, Water and Environment, Mr Ibrahim, assisted the owners of a Company (Persons B and C) to import plants into Australia by conducting lenient quarantine inspections and by passing sensitive information to them. Mr Ibrahim was charged with receiving a bribe by a Commonwealth public official and for the disclosure of information. He was sentenced to 3 years imprisonment which was suspended. The Integrity Commissioner made a corruption finding against Mr Ibrahim. The Integrity Commissioner found he abused his office by receiving a bribe as a Commonwealth public official and by disclosing sensitive information to enable the importation of plants into Australia.
